Description of problem:

How reproducible:


Steps to Reproduce:
1. Download Fedora Sway Spin 43 live image
2. Do liveinst
3. in step 5 uncheck "use local account"
4. finish installation and reboot


Actual results:
go to login screen directly (with no user creation step)


Expected results:
Should spawn a wizard to create user account (like Gnome Workstation one)
OR
Should spawning old anaconda UI to create user (like KDE 43 one)

I think this may happen on other spins too.

KDE 43 has similar bug too https://bugzilla.redhat.com/show_bug.cgi?id=2392205
