Some files in the nfs-utils-coreos specific package are owned by the rpcuser user & group and thus this package requires this user/group to exist.

The sysusers config in currently include in the main nfs-utils packages on F43. This has been fixed in F44 by re-splitting the package but is too large a change for F43.

Thus also include the systemd sysusers config in the F43 package to satisfy this dependency, avoiding pulling the complete nfs-utils package which also pulls Python, which would prefer to keep excluding in Fedora CoreOS.

Proposed as a Freeze Exception for 43-beta by Fedora user siosm using the blocker tracking app because:

 This will let us keep releasing Fedora CoreOS without Python like we have been doing so far. Once we had Python, it's difficult to remove it so we would prefer to land that before the Beta.
