Description of problem: Please install rsync version 2.6.3 (or greater).
Currently running version is 2.5.7.  Versions 2.6.3 and greater change the
permissions and access time of temporary received files *before* they are moved
to their final destination, rather than *after*.  This feature/bugfix is needed
to fix the occasional breakage of a currently running production process which
updates anti-spam blocklist data.

I am sorry, but a major version change is not possible anymore in RHEL 3.
If it is possible for you to consider an upgrade:
RHEL 4 includes 2.6.3
RHEL 5 includes 2.6.8
