Please branch and build ntpd-rs in epel10.0 and epel10.1.

I'll see what I can do here. EPEL 10.0 might have too old stuff, but EPEL 10.2 and 10.1 should be possible.

It appears I was correct - building for EPEL 10.1+ was fine, but dependencies on EPEL 10.0 are too old.
You'll have to wait until the RHEL 10.1 minor release for the packages to become available for RHEL.
