Budgie Control Center is required for Budgie Desktop 10.9.3 due to media-keys changes required for bsd-media-keys (replacement for gsd-media-keys) / compatibility with GNOME 49.x stack.

Reproducible: Always

Steps to Reproduce:
1. Open Budgie Control Center on F43 with Budgie 10.9.3
2. Attempt to change media key shortcuts on Budgie 10.9.3 on 1.4.0
3. Notice no change
Actual Results:
Media key shortcut changes do not apply to bsd-media-keys

Expected Results:
Media key shortcut changes apply

Proposed as a Freeze Exception for 43-beta by Fedora user joshstrobl using the blocker tracking app because:

 Budgie Control Center is required for Budgie Desktop 10.9.3 due to media-keys changes required for bsd-media-keys (replacement for gsd-media-keys) / compatibility with GNOME 49.x stack. Please also approve the FE for Budgie Desktop 10.9.3 itself.
