patch to prevent type mismatch on parsing 'tries' option

Description of problem:

using 'tries' with 'reposync' causes an error due to an underlying change in python.

# cobbler reposync --no-fail --only epel9-x86_64 --tries=1

How reproducible:

Trivially, every time, as used in various tools.


Steps to Reproduce:
1. install cobbler - yum install
2. add common repo - any valid repo
3. invoke cobbler reposync with --tries=1 (any number)

Actual results:

Error.


Expected results:

Standard and normal repo sync.

https://patch-diff.githubusercontent.com/raw/cobbler/cobbler/pull/3378.diff shows a potential fix but refactored for our setup looks like the trivial change in the attachment

Yep.  Applying the patch shows an immediate improvement in behaviour.
