Update to 4.400 and removal of the obsolete 1.2× fontconfig scaling matrix (added in 2010 to compensate for small glyph size, no longer needed since upstream resized glyphs in v3.000). Local mockbuild on f43 is clean. Blocked only on lookaside cache upload — I don't have commit access to this package.
