Description of problem:
Nothing seems to pull in epel-rpm-macros which are needed
for building epel packages including those using rpmautospec.

Additional info:
Though arguably it would also be enough for epel fedpkg to require it.

(Both fedpkg and fedora-packager require redhat-rpm-macros.)

I suppose we could do this in epel branches...

I am also totally with moving this to fedpkg, if that makes more sense: probably does everything being equal.
