Description of problem:

People occasionally forget to include dependencies in updates. It would be great if bodhi could automatically disallow such updates from progressing.

Version-Release number of selected component (if applicable):
25.5.1 (currently running version for Fedora updates)

How reproducible:
Always.

Steps to Reproduce:

Actual results:
Packages with broken dependencies can make into stable.

Expected results:
Should be prevented from happening, it possible.

Additional info:
Not the first time it happened, so probably time to automate.
