The sysusers file to create the munin user has been added to the main munin package (the server) not munin-common which causes munin-node to pull in the munin server.

Reproducible: Always

Steps to Reproduce:
1. Install munin-node
Actual Results:
Munin server (munin, munin-apache and dependencies) is installed.

Expected Results:
Munin server (munin, munin-apache and dependencies) is not installed.
