Description of problem:
If the system clock is corrected backwards after newtFormRun is called and a
form timer is used it can appear to hang.

This is shown by the spinner in test.c with the attached patch.

and a sanity check to reset form->lastTimeout if current system time is less
than time of lastTimeout
