This is not caused by DNF5. The reason is that Cisco, which distributes the openh264 packages, hosts a mirror at a provider who blocks connections from some regions. See <https://discussion.fedoraproject.org/t/ciscobinary-openh264-org-is-unreachable-in-some-countries-ru-ua-ir/161434>.

As a workaround, you can reconfigure the repository to use a specific mirror which works for you <https://github.com/rpm-software-management/dnf5/issues/2252#issuecomment-2909465271>.

In the long term, DNF5 could support specifying which mirrors you do not want to use <https://github.com/rpm-software-management/dnf5/issues/1483>.
