Hello,

While doing an impact check with the latest Cython 3.2.0 release on Rawhide, python-psycopg3 failed to build.

Upstream fix that resolves the issue: https://github.com/psycopg/psycopg/commit/70cc1d1b14ab99be2a066032dc353e7c7aa77b20
