Description of problem: The Fedora project is blocking my server's IP, therefore can't update Cpanel or install any package.

How reproducible:


Steps to Reproduce:
1. open terminal
2. type yum update

Actual results:

Errors during downloading metadata for repository 'epel':
  - Curl error (7): Couldn't connect to server for https://mirrors.fedoraproject.org/metalink?repo=epel-9&arch=x86_64&infra=$infra&content=$contentdir [Failed to connect to mirrors.fedoraproject.org port 443: Connection refused]

Error: Failed to download metadata for repo 'epel': Cannot prepare internal mirrorlist: Curl error (7): Couldn't connect to server for https://mirrors.fedoraproject.org/metalink?repo=epel-9&arch=x86_64&infra=$infra&content=$contentdir [Failed to connect to mirrors.fedoraproject.org port 443: Connection refused]


Expected results: able to connect to connect to fedoraproject.org and update Cpanel.


Additional info: all my other Cpanel servers are working fine, hosted in the same Datacenter and using same Network settings.

How can I send my server's IP to the Fedora project to check if its been blocked?
