I work in an environment that has a couple of UIDs that are less than 500.   We
use authconfig in setting up our machines and would like to be able to continue
to do this.   However, authconfig hardcodes a pam config that disallows UIDs
less than 500.

A couple of possible solutions would be to make these pam rules optional, or to
allow an authconfig option to allow us to specify what the minimum UID should be.

But this option already exists - 'Authenticate system accounts by network services'.
