I assume this change was done in Texlive, as Texlive used to provide tex-passivetex. Than, was there any change in Texlive that removed that provide?

there's some changes in new texlive-collection-formatsextra, which removes such Provides. I think it's a regression.
I created a patch and did MR to fix this issue:

   https://src.fedoraproject.org/rpms/texlive-collection-formatsextra/pull-request/1

Hope it will be merged soon.

We decided to not provide such old provides back into texlive and want to fix any packages which depend on them to use the texlive name.
It is already fixed in xmlto-0.0.29-5.fc44
