This tool is not generally useful in Fedora (since it's a Windows tool).
However it can be used by our virt-customize and virt-v2v tool to
display and remove drivers installed into Windows VMs, which is a
useful feature for (at least some subset of) Fedora users.

A similar tool that we ship at the moment is RHSRVANY:

It is used to add firstboot operations to Windows VMs.

LGTM. Nothing flagged by review.txt or rpmlint that is unexpected. `git archive` usage seems fine like that even though rpmlint complains about Source URL. I saw sgallagh on devel@ suggested maybe naming mingw-windrivers-devcon, but I'll leave that to your call.
