The tdom in Fedora-43 is still built for tcl8, but the default tcl's came to tcl9.0;
we should update tdom to latest tdom-0.9.6 that works fine with tcl-9.0

Reproducible: Always

Steps to Reproduce:
1. require tdom in tclsh
Actual Results:
can't find package tdom

Expected Results:
works fine

Additional Information:
see: https://tdom.org/downloads/  latest tdom has came to 0.9.6, and it works fine with tcl-9.0

and the tdom-0.9.6-src also works fine on tcl8.
 verified on rhel-8,rhel-9,rhel-10 and fedora-43 * arch: x86_64,ppc64le,aarch64
