Please branch and build python-reno for EPEL10

Hi Gwyn,

I have now have commit permissions as part of the @openstack sig so I can take care of this.

More over nothing should have python-reno as a build dependency so I will try and remove that chain. Leaving this open is the best way to catch them what with the BR being auto produced.
