Please branch and build python--oslo-i18n for EPEL10

The current rawhide version does not build due to 

* 'python3dist(pbr) >= 6.1.1'

not being available however version 5.11 is available.

Got ahead of myself - epel10 is pushed but need to wait till tomorrow so I can get stestr into the build root.
