The upstream bug for this issue is: https://sourceware.org/bugzilla/show_bug.cgi?id=33637.  The fix for this was entirely within binutils/dwarf.c, which is only used for processing DWARF for binutils tools, readelf, objdump, etc.  This file is not used by GDB.  As such, this bug does not apply to GDB.
