Currently the geoip module is disabled in nginx.spec with %bcond_with geoip.
Can this module please be enabled?

I built nginx-1.28.2 with geoip enabled successfully with the patch applied to nginx.spec.

Steps to Reproduce:
1. try to use the geoip module
2. find out the module is disabled (%bcond_with geoip)
3. ...
Actual Results:
The geoip module is not built.

Expected Results:
The geoip module is available.
