vcs-versioning is built from the same git repo as setuptools_scm

https://github.com/pypa/setuptools-scm/blob/main/vcs-versioning/pyproject.toml

We need to decide whether to build those from 1 or 2 components.

The version and release cadence are different for each project. We also use pypi_source for setuptools_scm. So I'd say we package it as a separate component.
