Description of problem:
get_kernel_version has a fairly limited method for encoding kernel version info,
requiring an update every time the running kernel version goes outside of the
detectible range.  This is inefficient and wrong

Steps to Reproduce:
1.run latest version of makedumpfile on a kernel later than 2.6.19

Actual results:
makefumpfile will indicate the kernel version is unsupported

Expected results:
makedumpfile should work

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
