Description of problem:

Virtual Machine Manager does not honor "Allocate entire virtual disk now?" setting

How reproducible:

100%

Steps to Reproduce:
1.  Follow the dialog boxes presented by the Virtual Machine Manager until you
reach the "Assign storage page" dialog.
2.  Choose "Simple File" 
3.  Uncheck the box marked "Allocate entire virtual disk now?".
4.  Continue with the process until OS install begins.
5.  Notice that the qcow file is fully allocated and the setting was not honored.

Large qcow file

Expected results:

Small qcow file

Additional info:

Guest OS chosen is Windows XP.  Using kqemu accelerator downloaded from atrpms.

a) Virt-manager does not create qcow files
b) The file is sparsely allocated - 'ls -l' will still show '4G' for the size,
but the actual allocation is only a few bytes - see 'ls -ls' for actual allocation.
