Description of problem:
python3-httpx+cli from EPEL 10.2 and 10.3 has one or more unresolved dependencies, causing it to be uninstallable.

Steps to Reproduce:
1. dnf install python3-httpx+cli


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides (python3.12dist(rich) < 14~~ with python3.12dist(rich) >= 10) needed by python3-httpx+cli-0.28.1-2.el10_1.noarch from epel


Expected results:
successful installation

This was caused by python3-rich doing an incompatible update.
