Upstream ticket to support ipykernel 7: https://github.com/spyder-ide/spyder-kernels/issues/574 . It's been stagnant for months, though. I think we should merge your PR for now on Fedora side, to resolve dependency tree for other packages.

I took ownership of a few orphaned packages. For this one, I applied the PR's and updated to 3.1.5.
