Please update python-zstandard to 0.25.0 on the epel9 branch.

Changes:
- Upstream update to 0.25.0
- Bundled zstd bumped to 1.5.7
- Added packaging-compat patch for older python3-packaging

Spec and patch diffs will be attached.

Unfortunately, the cffi python module in RHEL9 is too old, so I had to disable the cffi backend. Other than that, it builds and all tests pass. I'll submit a bodhi update shortly.
