python3-pycdlib was available on EL9 via RHEL AppStream, but Red Hat did not include it in RHEL 10, so it is currently unavailable on EL10 systems entirely.

It is needed as a dependency of confluent (https://github.com/xcat2/confluent), a systems-management/deployment server that we are working to bring into EPEL 10 (see https://github.com/xcat2/confluent/issues/192). confluent uses pycdlib to inspect and unpack OS installation UDF-formatted ISO images for deployment.

The package builds unchanged for EPEL 10 as far as I can tell (pure Python, no new dependencies).

Steps to Reproduce:
1. Try "dnf search python3-pycdlib.noarch" on any EL10 systems
Actual Results:
No matches found.

Expected Results:
python3-pycdlib.noarch should be available on EL10, too.

Added as requested to EPEL10, which means will be out with 10.3. If you need it for 10.2 (hopefully not earlier ;) ) let me know and I will branch there too.

Would be appreciated if you test above from testing and thumb up if all ok, so we can also speedup the push to stable!
