I suspect this is fixed upstream  https://github.com/stevengj/nlopt/issues/621?

The package still (maybe?) installs for me, but then later Octave packages also fail when they examine `octave-NLopt`'s metadata.  See https://bugzilla.redhat.com/show_bug.cgi?id=2487343 and related issues.

A short term fix?  Upstream added a DESCRIPTION file themselves, I believe in 2.11.0.
