libmodman failed to build from source in Fedora rawhide/f45

Please fix libmodman at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libmodman will be orphaned. Before branching of Fedora 46,
libmodman will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 45 development cycle.
Changing version to 45.

Last upstream release from 2010 - maybe this should be retired? Or at least checked if anything or anyone still has use for it.
