This is a tracking bug for Change: Switch distribution default version of MySQL from 8.4 to 9.7

MySQL packages in Fedora use a versioned layout (e.g. mysql8.4, mysql9.7), where each version provides versioned sub-packages. One version at a time is designated the "distribution default" and additionally provides unversioned package names (e.g. mysql-server, mysql-devel). This change switches the distribution default from MySQL 8.4 to MySQL 9.7 in Fedora 45.

The significant release bump is international to make the change easy to spot for humans in test environments and user reports.

  mysql-connector-python : IN PROGRESS
    - needs non-trivial rebase to 9.7 version
    - work in progress: https://src.fedoraproject.org/rpms/mysql-connector-python/pull-request/8

In my opinion, the mysql-connector-python does not block this change.
The package was somewhat neglected for years already - it never even got rebase for MySQL 8.4 series.

I believe it's okay to solve the rebase in it's own time.
I won't be available until August 24th. I will revisit it after that.
