Description of problem:
Inactive volume groups do not show up at all in the conga storage tab.
Inactive logical volumes show up but are automatically activated after a reprobe
by conga.

One correction with the above issue, inactive cluster vgs are automatically
activated along with any of their lvs after a reprobe, but only on the one node,
not any of the cluster nodes. Inactive local vgs however do not show up.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
