puplet always tells me that updates are available, even after I run yum upgrade.
It would be good if yum signalled that the updates have been installed.

Irrelevant.

The user should not have to be expected to hunt for an install for a plugin to
cover a deficiency in yum.

If yum-updatesd is checking for updates, and those updates are install, pup
should not warn that they should be installed.

yum-updatesd now requires yum-refresh-updatesd.  So if you're using
yum-updatesd, the plugin will be getting used and do the notification.
