Proposed as a Freeze Exception for 45-final by Fedora user rathann using the blocker tracking app because:

 F45 ships with GNOME 51 and dash-to-panel <74 shell extension doesn't work with gnome-shell 51, so users will be met with disabled extension upon installation or upgrade to F45 release repos.  Version 74 adds GNOME 51 support and it would provide a seamless upgrade experience if included in the release repos.

Discussed at the 2026-10-19 (blocker / freeze exception) review meeting:

This is accepted in order to make upgrades for users with the extension smooth, if they upgrade early before 0-day updates are available.
