When doing the OCaml 5.1.1 rebuild I found that plplot FTBFS.  This seems unrelated to the OCaml update, but I didn't investigate closely.

Reproducible: Always

Steps to Reproduce:
1. Rebuild the package in Rawhide.

This seems to be the error:

sip-build: ABI v12 is being targeted but the plplot_pyqt5 module doesn't support it

Yeah, I'm about ready to drop this package.  It's pretty much dead upstream.

The fix for this issue appears to be quite simple: https://src.fedoraproject.org/rpms/plplot/pull-request/20
