The certificate authority (CA) store used in Python botocore included root CA certificate of authority, which signed intermediate CA certificates with weak private keys issued by the eMudhra certificate authority. A man-in-the-middle attacker could use this flaw to issue certificates for arbitrary host names signed by the weak intermediate CA certificates, which would be considered trusted by a TLS/SSL client applications using botocore and cause such applications to connect to malicious sites.

botocore attempts to use certificate bundle from Python certifi, and only falls back to using its own cacert.pem if cetfifi is not available: https://github.com/boto/botocore/blob/1.43.117/botocore/httpsession.py#L95-L100 However, python-botocore packages in Fedora, EPEL, or Red Hat products do not require certifi and hence may use bundled cacert.pem.
