In bugzilla any user can post a comment to any bug,
but only the bug owner can make a file attachment to a bug.

This is inconsistent. Everyone should be able not only
add a comment, but also submit an attachment.

I have talked with development and everyone agreed this would in fact be very
useful so I am marking this as assigned and will get to it as soon as possible. 
Also changing the summary to RFE.

Okay, now any user can add an attachment as well as the normal comment and cc
list changes.
