Description of problem:

I've removed selinux from my machine by removing the packages policycoreutils policycoreutils-gui 
selinux-policy selinux-policy-targeted setroubleshoot setroubleshoot-plugins setroubleshoot-server 
libsemanage libselinux-python. I also have the selinux=0 kernel boot parameter in grub. When I boot 
up I get the following error message:

Mount failed for selinuxfs on /selinux: No such device

Version-Release number of selected component (if applicable):


How reproducible:

Always.

Steps to Reproduce:
1. Remove the following packages: Remove the following packages: policycoreutils policycoreutils-gui 
selinux-policy selinux-policy-targeted setroubleshoot setroubleshoot-plugins setroubleshoot-server 
libsemanage libselinux-python. Bootup the machine and the error message will occur:
2. Reboot the machine
3. Follow the boot up messages.

This error comes from libselinux.

I've noticed the error only occurs when I use the kernel parameter selinux=0. Maybe the removal of the 
selinux packages makes no difference.

Old lost bugs. Libselinux can not tell if it's disabled or not until this library is loaded.
