Description of problem:

Given a default rawhide install, about 30% of the language groups are selected
by default (example: Armenian). It's not obvious why/how this happens.

*sigh*  conditionals need to die, die, die. 

"Fixed" in CVS although the interaction with pirut is still a little wonky.
