Description of problem:
running 'yum list dhcp' returns error stating no matching package. dhcp is
needed to install/configure dhcp server.

First of all, this would not be a bug in "dhcp", but a problem
in the repository metadata.

Secondly, the dhcp packages clearly are in the "development"
repository, and "yum list dhcp" as well as "yum list dhcp\*"
finds them.
