Description of problem:

If I choose to customize the icon for something on the desktop, the special
places in the file chooser are:

<homedir>
Desktop
/
/usr/share/pixmaps

Should that be /usr/share/icons instead of /usr/share/pixmaps?

Not really, no.

/usr/share/icons is the subtree containing icon themes. 

Random crappy icons are mostly in /usr/share/pixmaps
