Can you try the version from the f7-updates-testing repo?
  yum --enablerepo=updates-testing update pirut

I ran the update expression given above.  It installed perfectly, and the
install seems to have fixed my Yum and Program Add/Delete  menu options.  Once
the pirut routine ran, I could open the add program window and install new sofware.

Thank you very much for the help.  I cannot determine what changed my system,
except perhaps my decision to abandon and uninstall a bunch of non-working VM
packages.  That could have damaged a needed file.
