Description of problem:
duplicate packet if I use ipt_CLUSTERIP module

How reproducible:

on clusterip node1

iptables -I INPUT -d a.b.c.d -i ethX -p icmp -j CLUSTERIP --new --clustermac
01:02:03:04:05:06 --total-nodes 1 --local-node 1 --hashmode sourceip

on client ip:

# ping 192.168.1.6
PING 192.168.1.6 (192.168.1.6) 56(84) bytes of data.
64 bytes from 192.168.1.6: icmp_seq=0 ttl=64 time=0.649 ms
64 bytes from 192.168.1.6: icmp_seq=0 ttl=64 time=1.13 ms (DUP!)

Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
