dhcp.x86_64 12:3.1.0-8.fc9 installs broken dhcpd and dhcrelay services

1. they can not be controled by chkconfig (as a result the package scriptlets fail)

le service dhcpd ne prend pas en charge chkconfig
le service dhcrelay ne prend pas en charge chkconfig
error: %post(dhcp-3.1.0-8.fc9.x86_64) scriptlet failed, exit status 1

2. they can not be controlled via system-config-services either

as a result it is not possible to install dhcp and activate only dhcpd not dhcrelay

My mistake.  Sorry about that.  Fixed in rawhide.
