Description of problem:
Package libpng-devel does not require zlib-devel, but often trying to 
build something requiring libpng-devel files, stops because zlib.h is 
#include'ed in /usr/include/png.h. See line 245 in png.h for details. It 
says that zlib is required, and that building png without it won't work.

How reproducible:
Always

Steps to Reproduce:
1.compile something that #include's /usr/include/png.h without having 
installed zlib-devel
2.

Actual Results:  Got error msg saying that zlib.h could not be found.

Expected Results:  The file should compile, because IMHO libpng-devel.rpm 
should require zlib-devel
