I'm using default Fedora theme (with Fedora icon theme).
All packages uptodate.

$ cat /usr/share/applications/kde/krdc.desktop | grep Icon
Icon=krdc

So the default theme is missing icon for krdc.

Should this bug be reassigned to gnome-icon-theme?

The bug needs to be assigned to the pkg owning the .desktop file referencing the
errant icon.  Here is the right place.

Okay.

My bug #393621 report about kooka missing icon was reassigned
to gnome-icon-theme so I wrongly assumed this might a similar case.

This message is a reminder that Fedora 7 is nearing the end of life. Approximately 30 (thirty) days from now Fedora will stop maintaining and issuing updates for Fedora 7. It is Fedora's policy to close all bug reports from releases that are no longer maintained. At that time this bug will be closed as WONTFIX if it remains open with a Fedora 'version' of '7'.

Still using FC7 where the icon is missing, but I have no idea about F8/9. I
would like to upgrade to F9, but had some problems when tried to install. Filed
a bug report #447452, waiting over a month for a response (and a fix).

It's fixed in kdenetwork-4_2_98-1_fc12. IMO it's not worth doing update for this.
