Description of Problem:
Cancel Order button takes the user to the Shipping screen and does not
cancel the order

How Reproducible:
Always

Steps to Reproduce:
1. Log into http://bmantest.meridian.redhat.com/cgi-bin/store
2. Click on the Software link
3. Click on one of the products to put the item into the cart
4. Click 'checkout' to start the process
5. On the Address verification screen, click the "Cancel Order" button

Actual Results:
Get returned to the Address Verification screen instead of the Store Front

Expected Results:
Should get returned to the Store Front after cancelling the order

Cancel Buttons should now be working on webdevel

Yep, this is working now on webdevel.redhat.com.  Closing out the bug.
