Description of problem:
artsd uses 60% CPU on KDE startup

Version-Release number of selected component (if applicable):
arts-1.5.8-4.fc8.i386

How reproducible:
9/10 times

Steps to Reproduce:
1. Start KDE
2. See ksysguard panel applet display that the CPU is really busy
3. Open ksysguard to find the culprit
  
Actual results:
artsd is using a lot of CPU resources

Expected results:
artsd should use at most 5% of resources when idle

Additional info:
KDE is configured not to play a sound on KDE startup.
artsd gets restarted (I don't know how) periodically. Sometimes it resumes
chewing up CPU resources, sometimes not.

I'd venture this only occurs with pulseaudio enabled.

True, when/if the system needs audio events, it'll automatically (re)start.

You could consider disabling pulseaudio support in kde, via:
yum remove kde-settings-pulseaudio alsa-plugins-pulseaudio

Other that disabling pulseaudio, there's not much else to do. (marking CantFix).
