I'd venture this only occurs with pulseaudio enabled.

True, when/if the system needs audio events, it'll automatically (re)start.
You could consider disabling pulseaudio support in kde, via:
yum remove kde-settings-pulseaudio alsa-plugins-pulseaudio
Other that disabling pulseaudio, there's not much else to do. (marking CantFix). |
