Description of problem:
After defining YEAR and HOLDER entities in [book_name].xml, a "warning: failed
to load external entity "tmp/en-US/xml/Common_Content/Feedback.xml" error occurs

Steps to Reproduce:
1. create_book --name Test_Book --brand Fedora --product Test_Product
2. define HOLDER and YEAR entities in [book_name].ent
3. run the "make test" command

book_name.ent

Fixed by 426040
